My friend and I are making herbal teas with homegrown mint and chamomile. We want to market them to new mothers. Are they any special requirements, licensing, or FDA approval for this?
I hate to pour cold water on an enthusiastic project, but... Unless you have a large piece of land and experience with agriculture, packaging and marketing, I suggest you forget it. There's Agriculture rules, FDA rules and myriad legal steps to take. There are many brands already on the market, from small companies/imports, health food store brands and upscale like Celestial Teas. Further, why would you want to target new mothers? This is really tricky, as one assumes (hopes!) they are breast feeding. Recommending anything herbal to breastfeeding mothers, unless already highly recommended by myriad medical authorities, is dangerous. Further, you are limiting your market - and if you make any claims whatever for your product regarding "breast-feeding" or "new mothers", someone is going to take a chunk out of you.
